What is a Certifying Acceptance Agent?

An Acceptance Agent is a person or an entity (business or organization) who, pursuant to a written agreement with the IRS, is authorized to assist individuals and other foreign persons who do not qualify for a Social Security Number but who still need a Taxpayer Identification Number (TIN) to process a Form 1040 and other tax schedules. The Acceptance Agent facilitates the application process by reviewing the necessary documents and forwarding the completed forms to IRS.

ITIN Policy Change Summary for 2013

The IRS has issued their updated requirement for ITIN's which go into effective 1/1/2013.

IRS stops issuing ITINs without original documents
Effective 6/22/12, the IRS will not issue individual taxpayer identificiation numbers (ITINs) unless the applicants provide original documents. Previously, ITINs could be issued based on certified copies of the required documents. Required documents include passports or birth certificates. In addition, ITINs will not be issued based on applications submitted through certified acceptance agents unless they attach original documentation or copies of original documents certified by the issuing agent.  Taxpayers who submitted forms W-7 before 6/22/12, will not be subject to the new requirements.

AICPA voices concerns to IRS interim rules on ITINs
The AICPA has voiced concerns to the IRS regarding the interim rules relevant to ITINs. The IRS has provided certain exemptions from the interim ITIN procedures, such as for ITIN applicants who are spouses and dependents of U.S. miliary personnel. And, they expect to issue final ITIN procedures before the start of the 2013 filing season.
